Ontario Paediatrician Suspended Over Boundary Violations Involving Patient’s Family Member

A Windsor, Ontario paediatrician has been suspended for three months after Ontario’s medical regulator determined she engaged in an inappropriate romantic relationship with a close family member of a long-term patient.

The Ontario Physicians and Surgeons Discipline Tribunal found that Dr. Lenna Mary Morgan committed professional misconduct through conduct considered “disgraceful, dishonourable or unprofessional” and “conduct unbecoming a physician” under Ontario’s Medicine Act, 1991.

According to the College of Physicians and Surgeons of Ontario (CPSO), Morgan’s registration status has been listed as suspended since April 8, 2026. She has held an Independent Practice certificate since 1991 and is certified in paediatrics by the Royal College of Physicians and Surgeons of Canada.

In its reprimand, delivered by videoconference, the Tribunal stated that Morgan failed to comply with CPSO policies related to maintaining professional boundaries and the treatment of family members and others close to physicians.

The panel found that Morgan provided ongoing medical care to a paediatric patient while simultaneously developing a close personal and later romantic relationship with the patient’s family member.

The Tribunal emphasized that physicians are expected to maintain clear professional boundaries with patients and, in paediatric practice, with parents, guardians and caregivers as well.

According to the decision, the physician-patient relationship in paediatrics can create a power imbalance that extends beyond the child to adult family members involved in the patient’s care. The panel stated that failing to maintain those boundaries can impair professional judgment and undermine safe and effective care.

The Tribunal concluded that Morgan’s actions demonstrated a serious lapse in judgment and constituted professional misconduct.

As part of the penalty, the Tribunal ordered a three-month suspension of Morgan’s certificate of registration and imposed additional terms, conditions and limitations on her licence.

The order requires Morgan, at her own expense, to complete individualized instruction in medical ethics, professionalism and boundary management within six months. The education programme must be approved by the CPSO, and the instructor must submit a final report confirming successful completion.

The panel also directed Morgan to reflect on the seriousness of the misconduct before returning to practice and stressed the importance of maintaining appropriate professional boundaries with patients and those close to them.

In addition, Morgan was ordered to pay $6,000 in costs to the CPSO by May 7, 2026.

Morgan graduated from the Schulich School of Medicine & Dentistry at Western University in 1988 and obtained her paediatrics specialty certificate in 1992.

CPSO records indicate she holds hospital privileges at Windsor Regional Hospital and Windsor Regional Hospital Ouellette Campus. She is also listed as the sole shareholder of Dr. Lenna Morgan Medicine Professional Corporation, authorized in 2012.
